As communities across the United States face unprecedented demands for connectivity, power, and sustainability, the need for structured planning around digital infrastructure has never been greater. This September, leaders from government, industry, and economic development will gather in Austin, TX, at Datacloud USA 2025 to explore these challenges head-on.

At the center of this important conversation is Ilissa Miller, CEO of iMiller Public Relations and Board Member of the OIX Association, who will chair the in-state digital infrastructure roundtables. Miller was recently named Chair of the newly formed Digital Infrastructure Framework Committee (DIFC), a group created to help communities better plan for digital growth.

Why the DIFC Matters

While federal programs such as BEAD are fueling broadband expansion, many local governments lack the expertise, data, and standardized frameworks needed to integrate digital infrastructure into long-term planning. This can result in missed opportunities or delays that slow economic progress.

The DIFC aims to change that by:

  • Providing a common framework for evaluating digital infrastructure needs alongside housing, transportation, and utilities.
  • Building a knowledge base to guide municipalities on site selection, resiliency, sustainability, and resource planning.
  • Offering practical tools that bridge the gap between technology providers and policymakers, ensuring digital growth supports both businesses and communities.
